Cost is one input. EEH tests workforce availability, wage growth, utility capacity, logistics, compliance costs and delivery timing before recommending a location. A national average does not establish a project budget.

Define importer and economic-operator roles, customs identification and representation, warehousing, distribution and returns. EEH coordinates advisers and accredited laboratories around a product-specific documentation and testing plan, with responsibilities agreed before shipments.

We assess incentive and funding routes against eligibility and project timing, with decisions retained by the relevant institutions.

Agree reporting, governance, milestones and escalation before the next mandate starts. EEH coordinates the agreed programme; the investor retains investment authority.

Structure public-sector cooperation around a lawful route
For a proposed joint venture (JV), public-private partnership (PPP) or concession, EEH coordinates the stakeholder map, public objective, contribution of each party, commercial options and specialist legal review. You receive an engagement plan, options paper and approvals pathway.
Public authorities retain their decision-making powers. Meetings, procurement, screening and award processes follow their applicable requirements; EEH does not imply government backing or an awarded mandate.

Can we start before creating a subsidiary?

We assess a staged launch using outsourced staffing and logistics alongside a subsidiary option. The right route depends on who contracts, employs staff, imports goods and carries product responsibility. Specialist legal and tax review is part of the decision.
Does Bulgarian assembly establish EU origin?

Treat origin as a separate workstream. EEH coordinates a product- and process-specific customs review before origin claims or tender submissions are made. Incorporation and local assembly alone are not evidence of the required origin.
What does the 90-day programme commit to?

An agreed sequence of assessments, comparisons and decision materials. Timing starts at mobilisation with the required client inputs; scope and dependencies are agreed in the mandate. The programme does not promise completed permits, financing, bank onboarding or an operating factory within 90 days.
Can EEH secure funding or public awards?

EEH prepares, coordinates and drives each workstream to a decision. Financing, EU funding, permits, grid connection, investment-screening clearance and public awards remain decisions of the competent counterparties. We do not guarantee approval or investment returns.
How are defence, drones and SMR handled?

The entry plan includes specialist review of product classification, end use, counterparties and applicable permissions. Defence and drone engagements are scoped to authorised activity. SMR remains a strategic development area; market entry does not imply a nuclear project approval or an EEH delivery reference.
